Early development of railways in France proceeded at a slower pace than in Britain, Germany, and Switzerland, due to historical, economic, cultural, and resource factors. Progress made was due to public-private investment, rather than one or the other. Because of government influence, France's rail network radiated out from Paris, which proved to be economically inefficient, as well as militarily disadvantageous. By 1855, the number of railways had consolidated into six main companies with government-regulated monopolies: the Nord (North), Est (East), Ouest (West), Paris-Orleans (PO), Paris-Lyon-Mediterranee (PLM), and Midi (South) railways. In 1878, the Etat (State) Railways was formed, nationalizing the Ouest and parts of the Paris-Orleans railways. Following WWI, the Alsace-Lorraine Railways was formed out of Germany's Imperial Railways. In 1938, the Societe Nationale des Chemins de fer Francais (SNCF) nationalized Frances railways.
